It's not supposed to. But then I have seen some say they were able to get cellular on an US bought Apple Watch in India. Bottom line is this. If you buy it and it doesn't work, you've wasted your money. Apple watches made and sold for the US market are specifically engineered to connect to carriers in the US, Canada, Mexico and Puerto Rico. That does not mean India and if it doesn't work, you cannot exchange the watch in India, nor will you have any warranty on the watch in India.
It can be an expensive buying mistake. Buyer beware, but we always recommend buying your watch in the country you live and will use the watch. Any savings you may see in a US purchased watch, will evaporate and then some if you have to come back to the US to return within the 14 day return window.

Contact the cellular carriers in India,and ask.
There are a lot of posts the these forums saying some do.
Maybe search the forums for “India” and you will most likely find the names of some carriers.
I think the main restriction is the U.S. Apple Watch cannot access 900MHZ cellular frequencies, so there may be coverage issues, or over crowding on the bands the U.S. Apple Watch can use.

Can you tell me if I can activate cellular in my Apple watch 8 bought from India using my iPhone 14 pro bought from US which does not have a physical sim? Do I need a physical sim in my iPhone in order to activate cellular in my Apple Watch 8?

You do not need a physical sim in an iPhone in order to activate cellular service on Apple Watch.
