You can reply to emails on your Apple Watch with Outlook for iOSin two ways:

Reply from the inbox in the Apple Watch App

Reply through a notification on the Apple Watch
How to reply:

Tap on Reply or Reply All option on the Outlook for iOS Watch interface

Choose to use Apple dictation, Apple Scribble, or an option from the list of quick replies

Tapping on Send or one of the suggestions sends the email to the recipient.
Sometimes the Apple Watch needs to sync with your iPhone for this to work. You can try to open up the Outlook for iOS app on your iPhone if your email did not send.
